HLA TOURS. Organizer of tours and trips to the Holy Land and the Middle East region. It is an insured and fully licensed travel agency approved by the local authorities, and a member of the Holy Land Incoming Tour Operators Association (HLITOA). Hla Tours conforms to local law and regulations of travel organizers.

 These conditions are the central part of the travel contract between the traveler or the agency or tour operator andHLA Tours and represent an obligation for both parties, except if it is defined differently by written contract or travel program.

The travel contract is a legal act not only to travelers who have accepted and signed, but also for all other individuals mentioned in the travel services of the contract. This means that payment, cancellation and other legal terms are applicable to all mentioned passengers.

  • By booking or participating in a tour and any related products or services with Hla Tours you agree to these Terms & Conditions.
  • By booking a tour you acknowledge that you have read, understand and agree to be bound by these Terms. If you make a booking on behalf of other participants, you guarantee that you have the authority to accept and do accept these Terms on behalf of the other participants in your party.


 Our guaranteed departure tours are not private; we bring travelers together from different backgrounds and nationalities on the same tour.

Your booking is confirmed, and a contract exists when Hla Tours issues a written confirmation after receipt of the applicable full payment or deposit amount, according to the payment requested in the reserved program.


Once your reservation is confirmed, you will receive a booking confirmation via email. Please check your confirmation carefully and report any incorrect or incomplete information to the Tour Operator or authorized agent immediately. Please ensure that names are exactly as stated in the relevant passport.


Your credit card details are encrypted for safety and may only be used to pay for the services you select. You will be debited for confirmed services only. Credit card charges will appear under the name HLA Tours.


All bank fees (including correspondent/intermediary bank fees) should be paid by the sender.


A 30% deposit must be paid upon booking.  The total payment shall be due at least 4 weeks before the group arrives. The transfer time to be considered is from one week to 10 days. If the traveler or the travel intermediary does not pay before the date set by the travel program, the reservation is considered canceled. Any late payment will result in charges of 10% of the total bill.

If any other payment methods with a tour operator or travel agency is agreed, for example, the rest of payment can be transfer after customers arrive. If this agreement not respected. Late fees will be imposed on the total of invoice amount. This supplement depends on the delay. Could start from 10% fee for a one-month delay, to 100% of fee for more delays.


All the information indicated in our technical and practical information is part of the contract. Please see the description of the practical information.


Prices listed on the website are per person in USD unless otherwise specified. In each program and tour on our website, indicated what is included and not included in the price. please read the information carefully.


  • Cancellation fee of 30% charged for cancellation up to 30 days in advance.
  • Cancellation fee of 50% charged for cancellation from 29-7 days in advance.
  • Cancellation fee of 75% charged for cancellation less than 7 days up 24 hours.
  • Cancellation fee of 100% charged for notification less than 24 hours in advance.
  • Cancellation of the day tour – No refund.
  • No-show – No refund.


(Considered the months of March, April, May, October and November. Also Christmas and New Year).

  • Cancellation fee of 50% charged for notification up to 30 days in advance.
  • Cancellation fee of 70% charged for notification up to 7 days in advance.
  • Cancellation fee of 80% charged for notification up to 3 days in advance.
  • Cancellation fee of 100% charged for notification less than 3 days.

The above conditions do not apply in case of natural disaster, pandemic, and war.

For geopolitical or logistical reasons, the Tour Operator has the right to cancel a departure or propose alternative date. In this case, full amount paid to the trip organizer will be refunded.

Hla Tours is not responsible for any incidental expenses or consequential losses that you incur as a result of the cancelled booking including visas, non-refundable flights or other fees, loss of earnings, Travel Jerusalem reserves the right to issue a full refund in lieu of the choices above, in its sole discretion. Where a significant element of a Tour as described cannot be provided after departure, the travel Jerusalem will make suitable alternative arrangements where possible. If it is not possible to provide a suitable alternative or if you reasonably reject any suitable alternatives, Travel Jerusalem may provide you with a refund for unused products or services as determined in the tour.


Babies and children under 2 years old

Travel free of charge, sharing parents’ room without extra bed.

Children from 3 to 5 years old

Pay 50% of the adult price. Sharing parents’ room with extra bed.

Children 6 to 12 years old

Pay 70% of the adult rate. Sharing parents’ room with extra bed.


It is your responsibility to obtain information and to have in your possession all the required documentation and identification required for entry, departure and travel to each country or region. This includes a valid passport and all travel documents required by the relevant governmental authorities including all visas. You must have a passport that is valid 6 months after the last date of travel with the Tour Operator as set out on your itinerary. You accept full responsibility for obtaining all such documents, visas and permits prior to the start of the Tour, and you are solely responsible for the full amount of costs incurred because of missing or defective documentation. You agree that you are responsible for the full amount of any loss or expense incurred by the Tour Operator that is a direct result of your failure to secure or be in possession of proper travel documentation.


Concerning all visa requests, international travel and transit, arrival, destinations, and border crossings, etc, HLA Tours and any contracted third-party service party cannot be held responsible if a person received a refused visa or access to the country.


The Tour participant must acknowledge that due to the nature of visits in the Holy Land region, travel requires flexibility and acknowledge reasonable alterations to products, services or itineraries by Travel Jerusalem should be expected. The route, schedules, accommodations, activities, amenities and mode of transportation are subject to change without notice due to unforeseeable circumstances or events outside the control of Hla Tours (including but not limited to Force Majeure/unpredictable circumstances, illness, mechanical breakdown, strikes, political events and entry or border difficulties). No reimbursements, discounts or refunds will be issued for services that are missed or unused after departure due to no fault of the Tour Operator, including your removal from a Tour because of negligence or breach of these Terms.


Based on necessity and in certain cases preference, the hotels listed in our tours may be replaced by other hotels of the same class at no additional cost.  

Accommodations offer in each tour always respect the categories as indicated by local standards:  a double, twin, triple, family room, or in a single room with single supplement.

In high season periods, availability in hotels may be limited regarding to high demand. For reasons of unavailability, a chosen hotel may be changed by another. We guarantee the same hotel category provided in the reserved tour or a higher category. If a modification is essential and cannot be made in same category, the customer will be notified and a refund the difference if the booking will be in a lower rated hotel, or will pay the difference if the booking will be in a higher level of hotel. The customer can refuse to travel and request refund of the land services.

  • Transport is organized according to the rules in force in the country where the carrier is registered.
  • The ranking indicated for hotels, transportation, restaurants is based on local standards


The order of visits may be changed. All locations mentioned in our programs will be visited, except in case of tension in a specific location or due to force majeure. In that case, alternative tours will be offered.

Please note: visiting certain sites can sometimes be cancelled at the last moment. Indeed, some sites are managed by military authorities, free to block access to the sites.


The Tour operator is responsible for contract performance in accordance with expectations that the traveler may reasonably get from the disposals of the contract for travel organization and obligations arising therefrom, regardless of whether these obligations must be met by himself or other service providers, without prejudice to the right of the tour operator to pursue other service providers responsible

We accept no liability for direct or consequential loss of personal belongings. Hla Tours cannot be held responsible for loss or damage due to force of nature or any other cause. will not be liable in any way for death, bodily injury, illness, damage, or other loss or detriment to person. War, acts of civil unrest, political disturbance, howsoever and where so ever any of the same may arise or be caused, riot, insurrection and government restraint, fire, extreme weather or any other cause whatsoever beyond the reasonable control of Hla Tours; or an event which the organizer or the Third Party Supplier of services, even with all due care, could not foresee any and all of which, individually and collectively, constitute Force Majeure/unpredictable circumstances.

  • We may, at our discretion, require a person to withdraw from any Tour if we deem their conduct to be offensive or to cause annoyance to other travelers or local people, and we shall have no further liability for such travelers. 
  • The traveler is responsible for any damage caused to the organizer or caused by third parties, by violating the rules set by law or administrative regulations.
  • The traveler shall, upon request, provide the organizer with all necessary documents and data for the travel arrangements, including the acquisition of visas. Otherwise the reservation will be canceled.
  • The organizer does not guarantee that the applicants will get the requested visa and is not responsible for the accuracy of the documents in the visa.
  • The traveler is obliged to take care of his travel documents during the program, if he loses one of its travel documents or they are stolen, he is obliged to acquire a new one at its own expense and is responsible for all consequences.


Hla Tours  does not offer, sell or provide insurance, and is not responsible for insurance: cancellation, accident and baggage or repatriation. Travelers must provide their own insurance.

Optional Extras refers to any activity or service not expressly included in the Tour itinerary or price of the tour and which does not form part of the Tour. You agree that any assistance given by the Hla Tours in arranging, selecting, or booking, any optional extras is purely at your request and associated charge.
